Reagan did a decent job of reigning it, and discretionary non-defense spending too.  At least by one or two (adjusted federal register pages) measures.  Though not all measures.  The second link is also from 2003 or 2004, so it doesn't quite tell you the full Bush the Junior story (never mind Obam).
