The Welfare State

Is America's welfare state that "bad" (a.k.a. not big enough)? If you're looking at direct cash transfers, then yeah. But, if you open up what transfers mean, to recognize that European countries tend to have higher "sales" taxes (in their cases VATs), etc., then America's welfare state looks pretty "good".
