How to measure teachers' performance

It's not easy, that much we know. Although, that's not to argue we should try, or that measuring performance for teachers is the only difficult career to measure. Does it matter if we do? Does the American school system work relatively well? Probably depends how you do your cross-country demographic group analysis.
