Medical costs that could be cut

At least theoretically. The FDA takes longer to approve drugs, by two years apparently, then do European equivalent government agencies AND medical device makers like the regulatory experience of European agencies by 5 to 1 over the FDA. I'm not sure why that would be so. Or why they don't think of costs when looking at drugs? Are Americans just poorer at governance/regulation? Is it because the FDA is worried about being sued? Is the FDA under-funded? Because we have conservatives in this country?
